Godiva Festival 2010: Traffic Management Plan
Off Site:
Two Weeks Prior:
• Advance warning signage “Godiva Festival 2-4 July - Expect Delays” and signs warning of Leamington Road section closure and procession closures.
Event Period:
• Large scale deployment of signs around nearby streets and arterial roads, directing visitors, disabled visitors, and participants appropriately.
• Festival traffic directed to public vehicle entrance via Daventry Road / Leamington Road to avoid congestion on Warwick Road and avoiding clashes with the carnival procession.
• On Saturday 3, 12noon - 12midnight, and at other event times if deemed necessary for public safety, Leamington Road will be closed at junction with Warwick Road. Diversions will be signed for outbound traffic, and inbound traffic warned of road closure with diversions down Daventry Road and Humphrey Barton Road for non festival visitors. (This closure also allows safe pedestrian egress route across road from park formal gates towards city centre).
• The Godiva Carnival Procession road closures along and around its route on Saturday 3, from 1pm, until around 3pm, implemented and lifted on a rolling basis only when required for the safety of the procession. Full details in the procession road closure document.
• Illegal and nuisance parking will be managed as per event license conditions, with no waiting cones placed along problematic stretches of road and junctions (including Coat of Arms Bridge Road) by City Council Staff. No cones should be placed on top of double yellow lines. City Council Parking Services team will monitor areas where yellow lines and existing restrictions apply, event stewards will patrol and advise vehicles who appear to be in the process of illegally parking, and signs and barriers will be installed along key stretches of grass verge to prevent cars parking there. West Midlands Police will bring a vehicle towing truck, which will remove any vehicles which are dangerously parked, or blocking access to properties.
On Site:
Build / Derig Period - 24 June - 8 July
Delivery/production vehicles directed to Gate 1 (Coat of Arms Bridge Road) for the Principal Entertainment Field, or Gate 2 (Park & Ride Car Park) for the Family/Fairground Field, then directed to their location using tarmac routes or temporary roadway wherever possible. All vehicles to follow site vehicle regulations.
Event Dates - 2 - 4 July
• Delivery and participant vehicles directed as above, but all requiring festival vehicle passes.
• Park & Ride Car Park staffed and closed to the pubic from 5pm Friday 2, and throughout Saturday 3 and Sunday 4. Access maintained for Blue Badge Holders visiting the festival or park, and participant vehicles. No Park & Ride Bus Service running Saturday 3.
• All public traffic visiting the festival directed to Leamington Road Entrance. On entering the park, directed clockwise around Eastern Perimeter Track to arrive in the central field for parking. Route stewarded and signed. Stewards in central field to direct vehicles to park orderly. Central field barriered across the centre to maintain safe pedestrian route from War Memorial to Golf Pavilion. Gap in barrier stewarded to maintain pedestrian safety when vehicles need to cross barriers.
• For exiting public vehicles, West Perimeter track used to take cars to Ceremonial Gates to exit left onto Kenilworth Road, using the following measures:
• A line of pedestrian barriers to segregate pedestrians and traffic at the formal entrance to the park and running beyond the point where vehicles and pedestrians would meet.
• Vehicles channelled to the left of these barriers and through the formal gates.
• Pedestrians channelled to the right of these barriers and through the pedestrian gate.
• At 10pm Friday 2 and Saturday 3 (6pm on Sunday 4), no more public vehicles admitted to the park, East and West Perimeter Tracks both used for visitor vehicles to exit park. Gap in barrier closed to create uninterrupted pedestrian route across Car Park Field.
• East perimeter track used to take cars to Leamington Road Gate to exit onto Leamington Road (exiting right if Leamington Road closure is in place, left if not).
• West Perimeter track used to take cars to formal entrance to exit left onto Kenilworth Road, using the measures above.

Sandy Lane (between junction of Ellys Road and St Nicholas St), St Nicholas Street (between junction of Sandy Lane and Radford Rd), Light Lane (between junction of St Nicholas St and Radford Rd), Radford Road (between junction of Light Lane and ringroad junction 9), ringroad roundabout 9, (clockwise section between Radford Rd and Upper Well Street), Upper Well Street (between junction of ringroad roundabout and Corporation St), Corporation Street (between junction of Upper Well Street and Hales St), Hales Street (between junction of Corporation Street and Trinity St), Whittle Arch Fairfax Street (between junction of Whittle Arch and Priory St), Priory Street.
